Finch was asked to provide expert opinion on the operation and management of a contractor management and grading system run by a national utility company, to assist with a decision around seeking Judicial Review.
One of several contractors felt that the system was operating in ways that did not comply with EU competition law and its operation contravened the EU Services Directive.
The contractor sought advice on the legality of the scheme, a comparison of it with similar schemes and international audit standards, and the fairness and transparency of how it was operated and managed.
