Third Party Independent Peer Review of Process Safety documentation for client in Australia

Our client, a ventilated air methane (VAM) abatement process specialist are installing a new VAM abatement system at an Australian coal mine. They had developed a suite of process safety documentation during the FEED (Front End Engineering Design) stage for the mine to ensure full process safety compliance with the new process.

Project Summary

Challenge:

The project challenge was to assure the mine that the technology was safe to use, and would not affect existing critical safety infrastructure. Finch was asked to carry out an independent peer review for the VAM abatement process specialist so that they could demonstrate a robust Process Safety framework during the FEED stage of the project to ensure the Australian coal mine was fully compliant with the new abatement system to be put in place.

The specialist had used multiple tools such as Hazard Operability (HAZOP) Study, Layer of Protection Analysis (LOPA), and Bowtie Analysis as part of their Process Safety documentation and Finch were tasked to carry out the independent Peer Review to ensure all hazards and risks were identified and suitable safeguards were included to reduce the risks.

Steps Taken:

  1. Initial Consultation
    • Gather all relevant information and procedures, and documentation from the client about the processes and carry out a formal review.
  2. Conduct a gap analysis/audit
    • Carry out a gap analysis/audit on the documentation and processes carried out to ensure no key risks were missing from the documentation regarding process safety.
  3. Feedback to the client and further review
    • Finch provided feedback to the client, and a full review was undertaken by the client to update the relevant documentation. Finch then carried out further checks after the changes were made to ensure process safety compliance.

Outcome:

The project identified multiple improvements to procedures and documentation to ensure they are robust and no key risks were missed. The process safety tools used were crucial in:

  • Ensuring the client is being legally compliant:
    • HAZOP, LOPA, and Bowtie Analysis were completed and were up-to-date to ensure the client was compliant.
  • The risks are as low as reasonably practicable (ALARP):
    • Carry out all the essential actions/recommendations to ensure all the risks are as low as reasonably practicable (ALARP).

Conclusion:

By employing the gap analysis assessment on all key process safety documentation, Finch Consulting enabled the client to gain a thorough understanding of their process risks and establish a strong basis of safety for process safety. This ensures the client adopted a best practice approach to Process Safety for their VAM abatement process.
