It requires a blend of leadership, engineering, and technical skillsets to ensure that these risks are correctly identified, controlled, and mitigated.

Although the term is often associated with large-scale heavy industry such as refining or petrochemicals, it is equally relevant to UK small and medium-sized enterprises operating in numerous sectors including food and drink manufacturing, water and wastewater treatment, and fine chemicals. Wherever hazardous substances, pressure systems, combustible dusts, utilities, or complex process interactions are present, the potential exists for a high-consequence event. A practical PSM framework helps SMEs move beyond basic compliance by identifying major hazards, understanding the controls that keep them in check, and making sure those controls remain effective over time. 

One reason PSM is sometimes overlooked in smaller organisations is that much of the language, standards, and case history has come from petrochemical and refinery operations. Yet the central purpose of PSM is not sector-specific: it is to prevent the low-frequency, high-consequence events that occur when hazardous processes fall out of control. SMEs may hold smaller inventories and run less complex plants, but they can still face serious incidents involving vapour or dust explosions, toxic releases, overpressure, incompatible chemical mixing, thermal runaway, or uncontrolled energy release. The real issue is not whether a site resembles a major hazard installation, but whether it contains process conditions capable of causing severe harm if safeguards fail. 

For SMEs, the case for PSM is arguably even more immediate because organisational resilience is often lower. Specialist expertise may be limited, maintenance backlogs can bite harder, and a single major event can jeopardise contracts, reputation, regulatory standing, and in some cases the future of the business itself. A proportionate PSM framework allows smaller organisations to concentrate effort where it matters most: identifying the few critical barriers that prevent catastrophic outcomes, assigning clear ownership, and reinforcing operational discipline without creating layers of unnecessary administration. Seen in that light, PSM is not a petrochemical template to be copied wholesale, but a practical management approach for protecting people, operations, customers, and business continuity wherever significant process hazards exist. 

 

In the UK, PSM compliance requirements are shaped by the Health and Safety at Work etc. Act 1974 and the Control of Major Accident Hazards (COMAH) Regulations 2015 (where inventory thresholds are met).

Understanding and adopting recognised good practice allows companies to go beyond compliance, which is also informed by HSE guidance and established risk management methods such as process hazard analysis, permit-to-work, management of change, maintenance of safety-critical equipment, emergency preparedness, and learning from incidents.  

For SMEs, the key is proportionality. A sound framework should reflect the scale and complexity of the hazards, avoid unnecessary bureaucracy or resource drain, and direct management attention towards the relatively small number of scenarios that could have severe consequences for people, assets, product integrity, business continuity, or the environment. 

  • Leadership commitment and accountability for major hazard risk 
  • Compliance with legislation, industry standards, and recognised good practice  
  • Identification of major hazard scenarios and critical controls 
  • Clear operating procedures and safe systems of work 
  • Competence, training, and contractor control 
  • Documentation and knowledge retention within smaller teams  
  • Management of change for plant, process, people, and software 
  • Inspection, testing, and maintenance of safety-critical equipment 
  • Permit-to-work and isolation controls for non-routine tasks 
  • Emergency planning, drills, and stakeholder communication 
  • Monitoring, audit, and learning from incidents and near misses 

These principles may be common across sectors, but their practical emphasis varies considerably: 

  • In food and drink, key concerns often include combustible dusts, refrigeration systems, steam, cleaning chemicals, and the need to protect product integrity.  
  • In water and wastewater, chlorine, ozone, confined spaces, biogas, and process resilience are recurring themes.  
  • In fine chemicals, attention may centre on thermal stability, reaction hazards, toxic materials, and contamination control.  

 

A well-designed PSM framework gives SMEs a structured way to manage these sector-specific risks consistently, demonstrate due diligence, and support safe, reliable, and compliant operations.
