A major UK-based port operator engaged Finch Consulting to conduct a PUWER (Provision and Use of Work Equipment Regulations 1998) compliance assessment of machinery within its Central Maintenance Workshop (CMW). The facility supports engineering and maintenance operations across the port estate.
Objective
To assess the conformity of installed workshop machinery with PUWER 1998, ensuring safe operation, maintenance, and compliance with statutory obligations.
Scope of Assessment
The assessment covered:
- Two pedestal grinders
- One pillar drill
- One bandsaw
- One welding set and associated equipment
Methodology
Finch Consulting’s team of certified engineers conducted:
- A detailed inspection of machinery hardware and control systems
- A review of documentation, maintenance records, and training procedures
- Hazard and risk assessments based on PUWER regulations and relevant harmonised standards
Key Findings
Regulatory Compliance Gaps
- Guarding Deficiencies: Several machines had gaps exceeding safety limits (e.g., >5mm on grinders), requiring modification to meet BS EN 13218:2002+A1:2008.
- Emergency Stop Systems: Issues included missing yellow backgrounds, non-latching buttons, and lack of testing records.
- Documentation: CE markings were present, but Declarations of Conformity (DoC) were missing or not retained for some equipment.
- Training & SOPs: Incomplete evidence of operator training and absence of standard operating procedures for maintenance tasks.
- Maintenance & Inspection: No preventive maintenance schedules or inspection logs were in place for several machines.
Hazard Assessment Highlights
- Mechanical Hazards: Risks of cutting, entanglement, and impact were identified, particularly on the pillar drill and pedestal grinders.
- Electrical Hazards: Potential for electrocution and fire due to inadequate panel security and labelling.
- Thermal Hazards: Welding operations posed burn risks; SOPs and training were recommended.
- Noise & Vibration: Mandatory ear protection was in place, but no vibration-related risks were identified.
- Ergonomic Risks: Manual handling concerns were noted with the bandsaw, requiring further assessment.
Outcome
The client received a comprehensive PUWER compliance roadmap. Finch’s recommendations enabled the engineering team to address immediate safety concerns and establish long-term compliance practices aligned with UK regulations and industry standards.
